About the Project

The overarching aim of this exploratory TNE project is to develop a comprehensive, practical, and adaptable framework for initiating, assessing, and sustaining transnational education (TNE) partnerships between UK higher education institutions (HEIs) and international partners, with an initial focus on collaboration between Cardiff Metropolitan University and the National Open University of Nigeria (NOUN). The project seeks to address the complexities inherent in establishing TNE provision in emerging and high‑potential regions, identifying the challenges facing UK institutions entering new markets while producing solutions that can be generalised across other contexts. Through a phased approach and with the Quality Assurance Agency (QAA) acting as an associate partner and industry expert, the project will generate tools, insights, and a scalable roadmap to inform future UK–Nigeria TNE initiatives and broader UK sector engagement.

The project will be delivered through three phases, each producing outputs that contribute to the development of a robust and transferable TNE partnership framework:

  • Phase One: Identifying Barriers - This phase investigates the key barriers to establishing a TNE partnerships
  • Phase Two: Developing Solutions and Roadmap- Using insights from Phase One, this phase focuses on creating practical solutions to overcome identified barriers.
  • Phase Three: Creating a Scalable Framework- The final phase brings together all project insights to create a practical, adaptable framework that supports UK HEIs in developing effective TNE partnerships in a range of international contexts.
